How exactly does one obtain this? I have reached the required points according to the fame page, but have not been tagged as such for several days now. Is there more that one must do? Thanks.

It seems to either be broken or a manual process, I'm #5 or #6 on the list since the thing started and it doesn't show.

I may be mistaken, but I think it has to be activated by Roxi or Tarinth. I don't think it automatically pops up in your account tools.
