Can't remember title, need help.
It was a game that ran under windows, even 3.1 (that's right, it's an old one).

You chose a type of race for your people and then built space ships and sent them off to different systems to colonise the planets.

It was all turn based and each of your planets needed managing in terms of building defenses, factories, terraforming the planet to make it more hospitable to your races needs to encourage population growth.

It was a turnbased game and you could play it in the same room as a few of your buddies or you could post off a file via email to someone hosting a game and play a turn a day.

I think it was Star...something I can't remember though. I wish I could because I would love to find a copy of it again.

Could you be talking about Master of Orion?

I loved that game!

Similar sort of concept by the look of it, but this one was far less graphical.

I could actually get away with playing it at school, without the teachers noticing even though they were stood near me. My lord that was a while ago. Woe is me.

After following a few links from that Master of Orion I found the game!

I said it was Star...something and I was right.

It was called Stars! I am a fool.

Sheez, Stars! ate hours of my life between plotting and designing the perfect race. It's a pity the sequel never made it to a publisher.

I know, they even started making a Stars! 3 a few years back with renewed vigour. But alas the project was ditched.

Was an excellent game. Just too much of a niche market I fear.

If you enjoyed Stars!, I strongly recommend Galactic Civilizations. It's a very similar type of game, inclusive of build-your-own ships.
