What is the name of your internet provider?
What brand of router are you using?
Do you have a laptop connected wirelessly?
Do you keep your wifi signal encrypted?
Do you have any game consoles on your network?

It sounds like to me that something is trying to share the same IP address with your computer and fubaring it up so you can do anything online. Are you sure your network is secure?
