Drunken soccer fans — hooligans — are notorious in Europe where they routinely foul up anything and everything in their way. Hooligans offers gamers a chance to mastermind these "celebrations." the main objective is to decimate the hooligans rooting for another team. You'll keep your followers in line with the only things important to them (other than soccer, of course): drugs and beer. Smart hooligan tacticians will shrewdly mix drugs, violence, and alcohol to keep their troops rowdy. Successful hooligan factions will ultimately struggle to be the most infamous group of fans in Europe.
Strategy centers on gathering large forces of hooligans and keeping them happy. Hooligans can upgrade their attacking powers by raiding weapon shops, and more followers can be gathered by conquering enemy pubs. Large mobs of hooligans are more effective than small groups (because opposing forces get intimidated by large groups). Hooligans generally get really mad after drinking enough beer and are fearless fighters — but they also stumble around and collapse. Doping your hooligans can be an effective strategy as well, increasing their stamina, but it will kill them if done too often.
